Aug 15 – Escorted Access on Warm Lake Road
For citizens and contractors of Yellow Pine, Warm Lake, and Big Creek area.
The Valley County Sheriff’s Office, in coordination with the Fire Incident Command Post, have established once-a-day, one-way escorts through the fire affected areas. This escort will be provided for reasons of necessity and not for recreation purposes. The escort service will begin on Friday, August 16, 2024.
Two escort staging locations have been established.
From the west, a 7am escort will depart from the Warm Lake Highway & Joshua Drive intersection. Meet in the large eastbound turnout.
From the east, a 9am escort will depart from the Warm Lake Highway & Forest Service Road 474 (South Fork Rd) intersection. Meet in the large eastbound turnout.
Escorts will only be provided to those who pre-arrange access.

You will be required to provide your name, driver’s license number and upload verification of residency and/or proof for need to be escorted through. Proof accepted for residency could be a property tax receipt or assessment, mail, and/or power bill. Contractors will need to show the necessity of the escort and provide the location to which you are traveling to.
An approved list will be provided to the security checkpoints daily. Please plan to arrive earlier than the posted departure times to ensure you are checked in. Those not on that list will not be escorted into the fire impact area.
We appreciate your patience during this challenging, we want to ensure the safety of residents, contractors, and fire personnel.

Aug 18 – Update from the Yellow Pine Pioneer Cemetery
These updates will occur occasionally, when there is something to report.
* The cemetery is now recognized as a nonprofit organization, which means that donations are tax deductible and the committee is responsible for all Cemetery money.
* During the process of becoming its own entity, the damaged kiosk was repaired, repainted, with plaques purchased and placed. This summer the kiosk was placed within the original cemetery grounds.
* The grounds were mowed and raked.
* PVC tubing was placed by veterans headstone so that the flags could easily placed for holidays.
* Two additional headstones have been purchased to replace the handmade cement stones that Dottie Millen had made as markers in the early ‘90’s. These headstones will be placed in the cemetery the first part of October, 2024, if there are volunteers available. That will complete replacement of the old headstones.
* New plot reservation forms and donation forms have been completed.
* Dead or artificial flowers are removed in a timely manner.
* Mistakes will be made, we will do our best to rectify them, we are volunteers and are willing to work with help.
* Additional projects will be completed when there is time and money. During Harmonic Festival people were seen to race around the parking lot between the two openings. Last year people attempted to camp on the unused grounds. A gate might be our next project.
* A huge shout out to the many people who have volunteered to help with the projects! It was such an amazing effort on so many peoples parts.
* The committee consists of Ron Basabe, Marj & Joel Fields and Merrill Saleen.

Discussion: Fire wise grants; Yellow Pine Fire has received a fire wise grant for $2500.00. Worked on the corner easem*nt of Stibnite Rd and cleared all debris back, this next weekend will be working around the firehouse area to clear all the debris.

Fire Chief’s Report
Festival Safety, had 8 heats related injury’s, 1 overdose/alcohol/drugs, had her life flighted out. Will be e-mailing everybody on safety to see what we could do better for next year.
Building on to Firehouse; Have an anonymous donation to build on to the firehouse. Hope to start the spring of 2025. Dave has plans made up for us to all to look over. Opened up a new account for the building process. Dave McClintock and Tim Rogers (Fire Chief) as signers will be on the account for building materials. Vote 2/2

Response from commissioners and Fire Chief;
Thank you for your letter that was delivered to the Fire Commissioners meeting today. The Commissioners and myself reviewed the letter. Since it has no specific point of contact for a reply, you offered yourself up as the messenger so please forward to the authors.
As for the equipment, part of my role as Fire Chief is to make sure the equipment is maintained in good operational order and our inventory is accounted for at all times in the event of a fire. At that point, as we did in 2020, we will distribute the equipment to the locations in the plan (as we did in 2020) and make sure each area is covered to the best of our ability.
Please do not send anyone to pick up equipment as that is not according to our policy or protocol and we will not give YPFD property out to anyone unless it is under my direction per the policy and protocol established. As you may remember, we have had issues with YPFD property dispersed in personal homes and we aligned with Valley County that all equipment heretofore would be maintained at the YP Fire House. I would not like to repeat that experience again and we should all move forward with the sanctioned protocol of keeping YPFD emergency equipment on YPFD property.
I am happy to discuss this with the listed names on the letter further if there is concern or confusion on the current protocols of the Fire Department. As I mentioned, we have a procedure for pump and equipment disbursem*nt (as most fire departments do) in the event a fire comes remotely close to town so must follow that approved protocol.

Access on Warm Lake Road August 22, 2024 VCSO
The Valley County Sheriff’s Office is planning to allow residents and vetted contractors (those providing services to residents in the Warm Lake, Yellow Pine, and Big Creek areas) to come and go as needed without an escort along the Warm Lake Highway. Our goal is to start this on Friday, August 23, 2024, dependent on weather and fire activity. The current escort service will end at that time.
The Warm Lake Highway remains closed to the public and will only be open to those approved in advance by the Sheriff’s Office. A similar process to the escort request will be in place and those seeking access. Please follow these steps if you are a resident or service provider in the area looking to travel along the Warm Lake Highway:

Once verified, please use this same form to note your travel dates. Simply skip past the verification questions and scroll to the bottom of the form where we will ask for your intended travel in date and time and travel out date and time.
Repeat as necessary for any and all travel dates.

Please note, the Warm Lake Highway remains CLOSED TO THE PUBLIC AND CLOSED FOR RECREATIONAL PURPOSES. Verified access to use the Warm Lake Highway is limited to residents and necessary service and fire personnel.
The Snag Fire remains active, and all travel is at your own risk. We ask that if you are allowed access, you remain vigilant of weather, fire conditions, and hazards along the roadway such as downed trees. At any point, the Sheriff’s Office may instate a full road closure for safety purposes.

Aug 23 – Update from Big Creek Lodge
We’re all doing pretty good back here at Big Creek Lodge. I’ve started an emergency communications system in the valley/Edwardsburg. I have installed two strategically placed CB radios in Edwardsburg so far this season, and I maintain a base station here at the lodge which is on 24/7. This way residents have instant communication with the lodge in case of emergency. The lodge has Starlink now, so we can make quality wifi calls in case of emergency. Life Flight was called in twice this season, and the radios played a significant role in transmitting information back and forth between the emergency site and the lodge. I’ve reached my budgetary limit this season, but I will install more transceivers next season as my budget permits. Sally, the lodges manager/chef, audited an immersive EMT training course in February, and is qualified to stabilize any injured individuals. I have been cleared by the Sheriff’s department to travel on Warm Lake road if necessary.

Chimney Cleaning

Yellow Pine Transfer Station
Lakeshore emptied the bins Tuesday, August 20th.
Locals have worked hard to clean up the area, please be respectful.
Yellow Pine Transfer Station (aka, the dump)
Please do not abuse our Transfer Station or we may lose it. Household trash must be placed in the bins, flattened cardboard boxes can also go into the bins. Do not stack trash in front of the doors. Woody yard debris only for the burn pile. No furniture, appliances, tires or construction debris allowed, those items must be hauled out to the Donnelly station by you.
The Yellow Pine Transfer Station is Valley County responsibility. If it is not kept tidy, use of the Transfer Station may be revoked. That would result in residents having to take all household trash and yard waste to the Donnelly Transfer Station.

Critters
Yellow Pine has a variety of predators such as bears, wolves, mountain lions, coyotes and foxes that folks need to be aware of. Skunks and raccoons will sometimes kill cats or chickens. To avoid an encounter or loss of a beloved pet the following advice comes from experts.
* Remove or secure attractants, such as pet food, trash or bird seed.
* Keep trash cans inside a garage or shed
* Do not store coolers, freezers or refrigerators outside
* Always keep small children nearby and in sight.
* Keep pets leashed and under control.
* Don’t leave your dog outside unsupervised.
* When letting pets outside, especially at night, turn on porch lights and make noise so that any wildlife that might be in close proximity is alerted. Attacks can often be the result of surprise encounters, with both people and pets.
* Clear away brushy areas around your property that predators may see as safe denning or hiding spots.
* Never run away from a predator. Their instinct is to chase and ultimately catch what they perceive as potential prey.
* Never turn your back on a predator. Always face them while making yourself look as large as you can. Yell loudly, but don’t scream. A high-pitched scream may mimic the sound of a wounded animal.
* Slowly back away while maintaining eye contact.
* If you are attacked, fight back.
* Be aware of your surroundings and be especially careful around creeks and in areas with dense brush.
* Travel in groups whenever possible and make noise to alert animals to your presence.

We also have moose, elk and deer around Yellow Pine.
* Watch for moose, elk or deer in the road, slow down and give them time to move out of your way.
* Keep your dog on a leash when wildlife is present.
* During spring calving, watch your dogs while in the forest as these mothers are very protective and will chase and stomp any threat to their babies including you.
* Never put yourself in a situation where you are between a cow and calf.
* Males are in the rut during the fall, so they can become very agitated and show aggression.

Be Tick Aware
Reports of ticks early April.
* After being outdoors check people and dogs for ticks. Remove any that are attached.
* Tumble any clothing in a hot dryer for 10 minutes. That should kill any ticks left in the clothing.
* When hiking outside where there are ticks, wear long clothing. Tuck the ends of pants into socks.
* Use a bug repellent on shoes, socks and exposed skin.
Tick paralysis is an uncommon, noninfectious, neurologic syndrome characterized by acute ataxia progressing to ascending paralysis. This paralysis is reversed upon tick removal. Can affect dogs and small children.

DRINKING WATER WARNING
Yellow Pine Water Users PWS 4430059 BOIL WATER ADVISORY Due to insufficient treatment
We routinely monitor the conditions in the drinking water distribution system. On 4-19-2020 we experienced a period of insufficient treatment due to extreme water demand which exceeded the capacity of the treatment system. A drop in water pressure is a signal of the existence of conditions that could allow contamination to enter the distribution system through backflow, by backpressure, or back-siphonage. As a result, there is an increased chance that the drinking water may contain disease-causing organisms.
What should I do?
* DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water.
* Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites, which can cause nausea, cramps, diarrhea, and associated headaches.
* The symptoms above are caused by many types of organisms. If you experience any of these symptoms and they persist, you may want to seek medical advice. People at increased risk should seek advice about drinking water from their health care providers.
What is being done?
Efforts are under way to curtail water use. Once water use is diminished, the water treatment system will again be operational and the boil water order can be lifted
We will inform you when you no longer need to boil your water. We anticipate resolving the problem within 365 days.

Water Conservation Tips
1. Try and conserve water when using the toilet
We’ve heard a simple saying for this “If it’s yellow, let it mellow. If it’s brown flush it down”.
Also don’t use the toilet as a bin, every time you throw a small bit of trash and flush the toilet 5 gallons is gone.
2. Shorten your shower and turn it off when you can
You can also turn the shower off in between, wet yourself, lather up then turn the water off. When you’re ready turn it on and rinse off.
3. If you have any dripping taps – FIX THEM.
A single dripping tap can waste 4 gallons of water a day (or more) or 1450 gallons of water a year.

Chimney cleaning brushes are available to borrow at the Fire Hall.
If you are burning any piles of forest litter and debris – please have a connected and charged garden hose that can reach your piles. If your hose cannot reach where you are burning, follow the good advice of having a shovel, axe, and water bucket at the scene. Rake away from anything that could ignite. Stop burning if winds become an issue. Make sure your fire is out before you leave the area. Nothing like getting surprised by an escaped fire in the middle of the night!
Better yet, “Rake It and Take It” your yard waste (limbs, pine needles, brush, etc.) to the burn pile at the Transfer Station on the south end of the turn-around. Remember, keep the pile neat. Woody debris only, no nails, no cardboard and no furniture! The Boise NF will burn the pile in the fall when it is safe.

Monday (Aug 19) overnight low estimated 49 degrees (battery died.) Power still off for Snag Fire. No precipitation. At 10am it was 65 degrees, appears clear above haze of smoke (Yellow AQ.) Young jays, finches, downy woodpecker, hummingbirds and evening grosbeaks observed. A few clouds at lunch time, lighter haze of smoke than yesterday at this time. Quiet smoky and hot afternoon, partly cloudy with light breezes. The high reached 91 degrees. Warm and gusty breezes with a few clouds early evening, large cloud of smoke to the south. Big orange moon rising above Antimony Ridge just before midnight.
Tuesday (Aug 20) overnight low of 42 degrees. No precipitation. Power still off, but message from ID Power says it might be back on by 6pm. At 10am it was 58 degrees, partly cloudy above haze of smoke. Northern flicker, downy and hairy woodpeckers, clark’s nutcracker, jays, finches, hummingbirds, evening grosbeaks, chipmunk and golden mantled observed. Mostly clear (and smoky) at lunch time, warming up. Breezy smoky afternoon, likely some clouds. Power on at 411pm. The high reached 87 degrees. Mostly cloudy and smoky early evening, lighter breezes.
Wednesday (Aug 21) overnight low of 40 degrees. No precipitation. Power still on. At 10am it was 55 degrees and appears mostly clear above the smoke, poor air quality. Jays, juvenile and adult evening grosbeaks, finches, hummingbirds, hairy woodpecker and chipmunk observed. Partly cloudy and haze of smoke at lunch time. Getting a bit breezy early afternoon. Loud gunfire to the west (golf course) started just before 2pm. The high reached 84 degrees. Mostly cloudy and blue sky early evening, much better air quality.
Thursday (Aug 22) overnight low of 40 degrees. No precipitation. Power still on. At 10am it was 58 degrees and clear above haze of smoke. Jays, finches, grosbeaks, downy woodpecker, hummingbirds, chipmunk and pine squirrel observed. Might be a few clouds above the smoke mid-day. Yellow AQ early afternoon (bordering on Orange) mostly cloudy and a bit breezy (max 11mph.) The high reached 89 degrees. Mostly cloudy early evening, thick smoke to the south and poor air quality.
Friday (Aug 23) overnight low of 42 degrees. No precipitation. At 10am it was 58 degrees, appears clear or mostly clear above haze of smoke and poor air quality. Jays, finches, grosbeaks, northern flicker, hairy woodpecker, golden mantled squirrel (and a stray cat) observed. Very smoky at lunch time – Orange AQ. Early afternoon the sky was really ugly – brown cloud of smoke going over and breezy. The high reached 82 degrees. Sky and air better by early evening, appears partly cloudy. Rained early morning, likely around 530am.
Saturday (Aug 24) overnight low of 47 degrees. Measured 0.01″ rain in the gauge. At 10am it was 57 degrees, partly clear and light haze of smoke – Green air quality. Jays, finches, grosbeaks, hairy woodpecker, clark’s nutcracker and chipmunk observed. Overcast and breezy (max 10mph) at lunch time – Yellow AQ. Starting misting around 2pm, dark overcast and chilly breezes. Mist likely ended around 3pm – not enough to get wet. The high reached 63 degrees. Cool, dark clouds and almost misting early evening, haze of smoke. Rain started 710pm, came down pretty good for a few minutes. Probably another shower around 730pm. Likely rained a bit around 3am.
Sunday (Aug 25) overnight low of 40 degrees. Measured 0.07″ water in the gauge from the bits of rain. At 10am it was 50 degrees, partly cloudy, light breeze and light haze of smoke. Jays, hairy woodpecker, finches, grosbeaks, chipmunk, golden mantled and pine squirrel observed. Partly cloudy at lunch time. Mostly cloudy mid-afternoon and light breeze (max 7mph.) Reinforcements arrive to fight Snag Fire

U.S. Army soldiers traded camouflage fatigues for the yellow shirts and green pants of firefighters this week as a battalion was assigned to assist on the West Mountain Complex.
Soldiers from the 14th Brigade Engineer Battalion from Joint Base Lewis-McChord in Washington arrived in Cascade earlier this week to aid on the Snag Fire, nine miles east of Cascade.
The group of 200 soldiers and 50 managing staff will also assist on other fires in the West Mountain Complex as needed.
… A powerline north of Warm Lake Road that was shut off on Aug. 13 was turned back on Tuesday afternoon as a precaution in case the fire advanced past the road.
Yellow Pine and Warm Lake were without power during the outage.
Idaho Power crews were able to inspect the line on Tuesday and found no damage from the fire, said Dylan Martin of Idaho Power.
“As this fire is still active, additional outage events may occur,” Martin warned.
During the outage, Idaho Power provided a generator for the community hall in Yellow Pine, a supply of drinking water and four portable battery banks for those with medical needs, he said.
“When fire or extreme weather lead to multi day outage events, we work closely with local officials to support those who are impacted,” Martin said.
“Due to the remote nature of Yellow Pine and its distance from critical services, we were happy to partner with the community to provide resources to the center throughout the outage,” he said.

Quick work snuffs Gold Dust Fire

A small fire near Gold Dust Road along Idaho 55 was snuffed out quickly thanks to a response from Cascade Fire, the Southern Idaho Timber Protective Association and O.K. Gravel Works.
Cascade Fire was dispatched to a grass fire in progress shortly before 3 p.m. on Friday along the east side of Idaho 55, about three miles south of Cascade.
“Cascade Fire arrived to find a wind driven fire in the sage brush along the highway and also burning into the trees to the east,” said Fire Chief Steve Hull.

Crews clear 12 miles of Middle Fork Trail
Eastern Valley County trail impassable after 2021 fire

The 2021 Boundary Fire burned 87,000 acres in the Frank Church – River of No Return Wilderness, destroying several popular backcountry trails in its wake.
Earlier this summer, the Selway Bitterroot Frank Church Foundation and the Idaho Trails Association worked to clear over 12 miles of impassable trail in the far eastern reaches of Valley County.
A trail crew spent 15 days clearing Middle Fork Trail #4001, which begins at the Boundary Creek Boat Launch about 84 miles east of Cascade.

Idaho Fish and Game approves new temporary rules for bear hunting

Idaho Fish and Game Commission recently approved temporary rules for black bear hunting in Idaho that include new requirements for bear baiting and a mandatory bear identification course for hunters.
Starting Sept. 1: Any person placing bait to hunt black bears, hunting at a bait site, or witnessing the use of a bait site by a grizzly bear, must immediately report the presence of a grizzly bear at a bait station to a Fish and Game regional office. Hunters must stop hunting over that bait site for the remainder of that specific hunting season. The bait site may not be rebaited, and must be removed as soon as it’s safe and feasible. For example, if a grizzly visits a bait site during spring season, the bait site must be removed for the remainder of the spring season, but could be replaced for fall season.

Idaho Fish and Game relocates grizzly bear after cattle depredations

A 5-year-old female grizzly bear was relocated Wednesday following multiple cattle depredations in the Island Park area, according to the Idaho Department of Fish and Game.
The United States Fish and Wildlife Service began trapping southeast of Henry’s Lake following the livestock conflicts. Officials said a 257-pound female grizzly was captured while visiting the area Tuesday, Aug. 20.

Idaho DHW to suspend hunting, fishing licenses for overdue child support payments

The Idaho Department of Health and Welfare will start cracking down on those who are behind on child support by suspending hunting and fishing privileges.
Idahoans owe $130 million in past-due child support in 24,251 cases, the department says that on September 1, 2024, they will raise the minimum child support payments on parents who owe past-due child support in order to maintain their hunting and fishing privileges.
“With this change, we’re defending Idaho children by ensuring their needs are prioritized over a delinquent parent’s recreational privileges,” Adams said.

Zebra Mussels Found in Aquarium Products in Idaho

The Idaho State Department of Agriculture (ISDA) announced today the detection of non-living zebra mussels in Marimo moss balls being sold in the state.
Zebra mussels are a threat to Idaho and can quickly spread and clog pipes that deliver water for drinking, energy, agriculture, recreation, and other uses. These mussels can also negatively affect fish populations and wildlife habitat.
